From the Chief Justice Sept. 26,1789. Thomas McKean was an American lawyer and politician from Delaware and Philadelphia, delegate to the Continental Congress, signor of the Declaration of Independence and Articles of Confederation, Chief Justice and second Governor of Pennsylvania.
